Protest at James T. Vaughn Correctional Center, Delaware
James T. Vaughn Correctional Center, Smyrna, Delaware January 15, 2017 Inmates housed on the A and B tiers of the C-Building refuse to return to their cells after recreation until they speak with a supervisor regarding the conditions in C-Building. The disagreement is related to recreation time and the transfer of inmates to Security Housing Units (SHUs). The protest is resolved peacefully, but sets the stage for a much larger uprising at Vaughn 15 days later. One of the guards who helps identify the organizers of the January 15 protest is the same guard who is killed during the uprising on February 1.
