Documents Reveal a Series of Protests and Uprisings at Cook County Jail, Chicago

April 29, 2020: Documents recently released by the Cook County Sheriff’s Office reveal numerous incidents of prisoner-led protest and rebellion against guards and staff in the midst of the ongoing Covid-19 outbreak at the facility. As of May 6, more than 500 detainees at the Cook County Jail have tested positive for Covid-19 and 7 have died, according to statistics gathered by Injustice Watch and documents filed in court.

Uprising at Bordeaux Prison, Canada in Response to COVID-19 Measures

April 12, 2020: Prisoners at the Montreal Detention Centre participated in a small uprising on Easter Sunday in response to measures put in place in response to the pandemic. According to an article from La Presse, prisoners have been allowed to only leave their cells in small groups. When the guards released the wrong set of prisoners, some became “reluctant and came to blows with the guards”.

Uprising at Crossroads Juvenile Center in Brooklyn, New York

April 12, 2020: An uprising involving at least eight detainees occurred on the evening of Sunday, April 12, 2020, at the Crossroads Juvenile Center in Brooklyn, New York. The incident was in response to a recent policy to transfer youth detainees due to COVID-19. According to one source, youth detained at the Center “managed to break out of their cells, access a supply room, turn mops into weapons, and beat several guards, one so badly they needed stitches.”

Uprising at FCI Oakdale I, Louisiana Following Multiple COVID-19 Deaths

April 8, 2020: A ruckus ensued in response to an effort by staff to move prisoners who had just finished a two week quarantine due to them potentially having COIVID-19, into housing units with no known COVID-19 cases.

Uprising at Monroe Correctional Complex, Washington Amidst Covid-19 Outbreak

April 8, 2020: Between 100-200 prisoners at the Monroe Corrections Complex staged a protest and uprising in response to an outbreak of Covid-19 at the prison and the inadequate response of the administration and staff.

Uprising Over COVID-19 at Columbia River Correctional Facility, Portland, Oregon

April 8, 2020: After a two day soap and paper towel shortage, mixed with the lack of accurate information and resources given to them by prison officials related to COVID-19, prisoners in two of the facility’s 80-person units clashed with guards, taking over the units for 3 hours. The guards were forced to retreat into locked offices and put the entire facility on lockdown.

Uprising at Krome Detention Center, Florida

April 7, 2020 – Detainees at Krome Detention Center came into conflict with guards in two different units on Tuesday, April 7th. Krome had been the site of a sizable hunger strike just 5 days prior, involving at least 62 detainees. The prisoners had been demanding immediate release or deportation in response to the pandemic. Tensions seemed to escalate as more new detainees were transferred into the facility and individuals began to exhibit COVID-like symptoms.

Uprising at Passaic County Jail, New Jersey Due to COVID-19

April 5, 2020: A day after a prisoner tested positive for COVID-19 and was placed in quarantine, at least 6 other prisoners refused to follow orders to return to their cells. Sheriff’s deputies allege that the prisoners grabbed sheets and set a series of small fires.

Uprising at El Paso County Jail over New COVID-19 Restrictions

April 2, 2020: After being informed of new restrictions due to COVID-19, an argument and disturbance between deputies and prisoners ensued around one of the new restrictions that forces prisoners to eat on their bunks, instead of in the usual common areas.  In response, deputies made an “all-hands” call for help, activating the Special Response Team.
